Jessica has served as a 911 subject matter expert on three U.S. Department of Justice investigations examining how cities respond to 911 calls involving people experiencing mental health crises. She currently is serving as an expert in two ACLU matters — Bread for the City v. District of Columbia and Disability Rights Oregon v. Washington County — both of which challenge the default reliance on police as primary responders to mental health emergencies. She is serving in a similar capacity with the Center for Public Representation on related work in Massachusetts.
